Credit Card Portfolios Finally Expand - Is Revolving Debt Shrinking?

After bottoming out in 2011, credit card issuers are beginning to see their portfolios grow again, says global ratings agency Fitch Ratings. Credit card purchases rose 7.6% in 2010 and 9.7% in 2011 while lending portfolios shrunk 8.0% and 1.6% during that time, but American Express, Capital One, and Discover all posted modest portfolio growth at the end of 2011. Fitch says that this could be because card holders are increasingly more likely to be transactors than revolvers.

Consumers who repay their full balances every month are known as credit card transactors, while those who simply pay their minimum balances and maintain their credit card debt are called credit card revolvers. Revolving debt - the type that is offered by credit cards - is generally easy to get but can be difficult to for consumers to get out of if they spend beyond their means and fall behind on payments.

Revolving Around Rewards

Part of the reason for the shift away from revolving debt, according to Fitch, might be because consumers are making better use of credit card rewards programs. They also say that the Durbin amendment, which caused the extinction of rewards programs on debit cards and checking accounts, may be having the effect of encouraging more people to use their credit cards for everyday transactions, which they are easily able to pay off in full.

In order to take the fullest advantage of credit card rewards programs, cardholders should not carry revolving debt that accrues interest. If they do, the rewards are almost always completely nullified by the interest that the cardholder pays on their revolving balance.

For example, let`s say you carry $3,000 of debt on a card that offers 3% cash back on all purchases (a higher-than-average reward amount, just for the sake of illustration) and carries a fixed APR of 14.99%. You make about $1,000 in purchases each month, which you pay off, but that $3,000 sits on the card accruing interest and you are unable to zero out the balance. Are you really earning anything from that cash back rewards program?

Vanishing Cash Back

The answer is no. Over the course of one year, the $360 you earn in cash back will be eaten up by over $1200 in interest charges. Not only that, if you continue that spending pattern, you?ll never get out of debt.

The smartest thing to do in that situation would be to transfer that $3,000 balance to a new card that offers a long 0% APR introductory period - some cards offer intro periods of up to 21 months. Ideally, you`d find a deal that offers no balance transfer fee, but even if you paid, say, a 3% balance transfer fee ($90), you`d still be saving a bundle not paying that interest charge every month. Without that interest fee you`d have a much better shot at paying the entire balance off before the 0% interest rate expires.

Less revolving debt is undoubtedly good for the American economy, while portfolio growth is good for business. Fitch Ratings believes that most credit card portfolios will see expansion in 2012 as the economy continues its recovery.

BUFFALO, N.Y. ( release ) Mayor Byron W. Brown announced Sunday that he is issuing a request for proposals for the ?Webster Block?, the most sought after parcel of city land in the Buffalo-Niagara Region on Monday, April 2, 2012. This 1.7 acre site, located directly across from First Niagara Center, is considered a prized downtown parcel due to its location in Downtown Buffalo, its proximity to Buffalo?s waterfront, two major sports venues, and the Peace Bridge.

?This is an exciting time for Downtown Buffalo and its waterfront. For the first time, city residents and visitors have a vibrant and lively waterfront destination that keeps them coming back,? said Mayor Brown. ?We?ve made great progress in a remarkably short period of time along Buffalo?s waterfront, and now we?re ready for private development to build on the momentum by re-inventing this prime piece of city-owned land.?

The RFP is seeking a qualified developer or development team with the ability, creativity and vision for the development of the property in accordance with the overall plan for the area. The City will accept any and all development proposals for uses and activities at the property, and will consider being a partner in the development project as the owner and the funder of an integrated parking structure.

The ?Webster Block? is primed for development, uniquely situated on Buffalo?s Inner Harbor, with the First Niagara Center directly south, the HSBC Atrium and its 1,800 employees directly to the east, the $30 million mixed use redevelopment of the Donovan site to the North, and the $250 million Canalside Project to the west. Last year, over 400,000 people visited Buffalo?s waterfront to enjoy the recently completed improvements in Buffalo?s Inner Harbor.

Located in the shadow of the First Niagara Center, home of the National Hockey League?s Buffalo Sabres, the ?Webster Block? is also located a short walking distance away from Coca-Cola Field, home of the Triple-A Buffalo Bisons of the International League, and in close proximity to the Mayor?s Cars Sharing Main Street Initiative which calls for the redesign and reconstruction of Main Street.

Mayor Brown?s request for proposals for the ?Webster Block? comes at a time when Buffalo has one of the lowest effective tax rates in New York State; and one of the strongest municipal budgets. Adding to this positive environment for investment, New York Governor Andrew Cuomo recently committed a $1 billion to restructuring Buffalo?s economy.

Poles talk about CIA prison, breaking silence

WARSAW, Poland (AP) ? For years, the notion that Poland could allow the CIA to operate a secret prison in a remote lake region was treated as a crackpot idea by the country's politicians, journalists and the public.

A heated political debate this week reveals how dramatically the narrative has changed.

In a string of revelations and political statements, Polish leaders have come closer than ever to acknowledging that the United States ran a secret interrogation facility for terror suspects in 2002 and 2003 in the Eastern European country.

Some officials recall the fear that prevailed after the Sept. 11, 2001, attacks, and defend the tough stance that former U.S. President George W. Bush took against terrorists.

But the debate is sometimes tinged with a hint of disappointment with Washington, as if Poland's young democracy had been led astray ? ethically and legally ? by the superpower that it counts as a key ally, and then left alone to deal with the fallout.

Prime Minister Donald Tusk said Thursday that Poland has become the "political victim" of leaks from U.S. officials that brought to light aspects of the secret rendition program.

In his most forthcoming comments on the matter to date, Tusk said an ongoing investigation into the case is proof of Poland's democratic credentials and that Poland cannot be counted on in the future in such clandestine enterprises.

"Poland will no longer be a country where politicians ? even if they are working arm-in-arm with the world's greatest superpower ? could make some deal somewhere under the table and then it would never see daylight," said Tusk, who took office four years after the site was shuttered.

"Poland is a democracy where national and international law must be observed," Tusk said. "This issue must be explained. Let there be no doubt about it either in Poland or on the other side of the ocean."

To some, it sounded like a long-delayed admission that Poland allowed the U.S. to run the secret site, where terror suspects were subjected to harsh interrogation tactics that human rights groups consider torture.

"This statement is quite different from any others," said Adam Bodnar, a human rights lawyer with the Helsinki Foundation in Warsaw. "From the general context, he's kind of admitting that something is in the air. You can feel that this is an indirect confirmation."

For years Polish officials and the public treated the idea that the CIA ran a prison in Poland as absurd and highly unlikely ? even after the United Nations and the Council of Europe said they had evidence of its existence. Polish officials repeatedly rebuffed international calls for serious investigations. The idea slowly only began to get serious consideration after Polish prosecutors opened an investigation into the matter in 2008.

A new breakthrough came Tuesday when a leading newspaper, Gazeta Wyborcza, reported that prosecutors have charged a former spy chief, Zbigniew Siemiatkowski, for his role in allowing the site. Siemiatkowski was reportedly charged with depriving prisoners of war of their freedom and allowing corporal punishment.

Siemiatkowski has refused to comment, telling The Associated Press he was bound by secrecy laws on the matter. But he did not deny the report.

The issue is hugely sensitive because any Polish leaders who would have cooperated with the U.S. program would have been violating Poland's constitution, both by giving a foreign power control over part of Polish territory and allowing crimes to take place there.

Any officials who were involved could ? in theory ? be charged with serious crimes, including crimes against humanity.

Former U.S. President George W. Bush writes in his memoir "Decision Points" that he ordered the CIA to subject about 100 terror detainees to harsh interrogation techniques, arguing the methods did not constitute unlawful torture and that they produced intelligence that prevented further attacks. Neither he nor the CIA have officially said where the "black sites" were based, but intelligence officials, aviation reports and human rights groups say they included Afghanistan and Thailand as well as Poland, Lithuania and Romania.

Former CIA officials have told the AP that a prison in Poland operated from December 2002 until the fall of 2003, and that prisoners were subjected to harsh questioning and waterboarding in Stare Kiejkuty, a village set amid in a lush area of woods and lakes. Human rights groups believe about eight terror suspects were held in Poland, including Khalid Sheikh Mohammed, the self-proclaimed mastermind of the Sept. 11 attacks; Abd al-Rahim al-Nashiri, a Saudi national charged with orchestrating the attack in 2000 on the USS Cole that killed 17 sailors; and Abu Zubaydah, a Palestinian terror suspect.

Poland is the only country that has opened a serious investigation into the matter, something which Bodnar says is a sign of maturing in this 23-year-old democracy, with prosecutors, journalists and human rights lawyers all trying to seek truth and accountability.

"Poland deserves credit for this step, as the first European state to begin to deal with CIA torture on its own soil," said Cori Crider, legal director for Reprieve, a British human rights group.

The Polish leaders in office at the time ? former President Aleksander Kwasniewski and former Prime Minister Leszek Miller ? have vehemently denied the prison's existence.

But they nonetheless have voiced support for the rendition program in principle, arguing that the U.S. and its allies were at war with terrorists after the Sept. 11 attacks and that tough measures were needed.

"I will always stand on the side of hurt women, children and the victims of attacks," Miller said in a radio interview this week. "I won't shed tears for murderers. A good terrorist is a dead terrorist."

Even former President Lech Walesa, the iconic democracy fighter, said he is "against torture ... but this is war and war has its particular rules."

Miller, the head of the Democratic Left Alliance, an opposition party, has been the main target of criticism by political opponents this week. Some even say he should face the State Tribunal, a special court charged with trying state figures.

Wlodzimierz Cimoszewicz, a senator who was the foreign minister when the site operated, said Miller should take responsibility for what happened 10 years ago.

"About a CIA prison in Poland, if it existed, I didn't know," Cimoszewicz said on Radio RMF FM. "But everything indicates that the CIA used a villa in Stare Kiejkuty."

Human rights lawyers and activists welcome the new openness.

"There is some satisfaction here," said Bodnar. "The most important thing is accountability. Intelligence agencies cooperate with each other, but after this they will remember that they need to obey the constitution and that some things they cover up could become public at some point."

ALBUQUERQUE, N.M. (AP) ? Search crews are working to recover the body of renowned long-distance runner Micah True from a remote area of southern New Mexico.

Sunday's efforts in the rugged Gila Wilderness come after a searcher found True's body Saturday evening. He disappeared Tuesday after leaving a lodge for a 12-mile run, and a search was launched the next day when his friends reported the 58-year-old hadn't returned.

New Mexico state police spokesman Lt. Robert McDonald says more than 60 people were involved in Saturday's search.

Incident Commander Tom Bemis told the Las Cruces Sun-News late Saturday that one of True's friends on a search team found him just a mile southeast of the Gila Cliff Dwellings, about five miles from where he was last seen heading out for a run.

Landmark case enshrines civil partnership as 'identical' to marriage ...

civil partnershipsCivil partners have ?identical? rights to husbands and wives, three senior judges established yesterday as they settled the first multi-million pound civil partnership split to come before the courts.

The case acknowledges that the same principles should apply as to when a husband and wife divorce. ?The court have stated that the fact that the claim arises from the dissolution of a Civil Partnership rather than a marriage is of little importance.

Fundamentally, the case highlights that an outcome for civil partners can be just as uncertain and inconsistent as it can be for divorcing spouses. To try and minimise uncertainty, it is advisable for civil partners, as it is for spouses with pre-nuptial agreements, to consider a pre-registration agreement to try to determine how the assets should be divided if the relationship ends.

The Law Commission is currently reviewing legislation on how married couples and civil partners can claim financial support from one another after a divorce or dissolution. It is hoped that the outcome of this review will result in more certainty and clarity for marriage couples or civil partners whose relationships have come to an end. However there is no prospect of change for the foreseeable future so the best option in the meantime is for couples to seek advice about entering into a pre-nuptial or pre-registration agreement before getting married or entering into a civil partnership.

This case is particularly interesting in light of the government?s current consultation into same sex marriage. If civil partners rights are the same as married couples rights when the relationship ends it raises questions as to why there needs to be two separate systems for partnership recognition. Authorities on Friday released the identities of two Northern California teens whose remains were found inside an abandoned well linked to two men known as the "Speed Freak Killers."

San Joaquin County Sheriff Steve Moore identified 19-year-old Kimberly Billy, who went missing in 1984 at the age of 19. He says 16-year-old Joann Hobson disappeared in 1985.

Moore says a third body found is awaiting identification.

Investigators believe they were victims of Wesley Shermantine and Loren Herzog, who authorities say went on a methamphetamine-fueled killing spree in the 1980s and 90s.

Shermantine is now on death row for four murders. He sent authorities on a massive search last month after he agreed to disclose burial locations in exchange for $33,000 from a bounty hunter.

Searchers combed a remote Calaveras County property once owned by Shermantine's family and excavated an abandoned well near the farming town of Linden.

At the Calaveras County property, they found the remains of Cyndi Vanderheiden, 25, who disappeared in 1998, and Chevelle "Chevy" Wheeler, 16, who disappeared in 1985. Shermantine was convicted of both murders in 2001, and Herzog reached a plea deal for voluntary manslaughter in Vanderheiden's death.

Shermantine, who blames Herzog for the killing spree, told authorities that 10 or more bodies could have been stashed at the Linden well. Searchers dug up hundreds of bone fragments there, as well as purses, shoes, jewelry and other evidence.

Herzog, who was paroled in 2010, committed suicide in January at his trailer in Lassen County, hours after being told that Shermantine was cooperating with authorities.

Whether grasping Easter eggs or glass bottles, this robotic hand uses tact

ScienceDaily (Mar. 30, 2012) ? It may be difficult to imagine, but pouring juice into a plastic cup can be a great challenge to a robot. While one hand holds the glass bottle firmly, the other one must gently grasp the cup. Researchers at Saarland University together with associates in Bologna and Naples have developed a robotic hand that can accomplish both tasks with ease and yet including the actuators is scarcely larger than a human arm. This was made possible by a novel string actuator, making use of small electric motors to twist strings. The robotic hand is thus powerful yet delicate and could one day be deployed as a helper around the house or in catastrophic scenarios.

"We wanted to impart our robotic hand with a broad spectrum of human traits. Its artificial muscles should be able to deliver enormous forces by simple and compact means," explains Chris May, scientist at Saarland University's Laboratory of Actuation Technology. The robotic hand was recently presented during a meeting at the Forschungszentrum Informatik in Karlsruhe. It is an example of some of the new steps taken in robotic research within the scope of the European project DEXMART. Over the past four years international scientists developed various concepts, especially focussed on increasing the versatility with which two-arm robots can be implemented. The European Union sponsored the research consortium to the sum of 6.3 million Euros.

"When robots help around the house or should save people from a burning building, they need to have hands which can grasp with strength but at the same time gently," explains Hartmut Janocha, Professor of Process Automation at Saarland University. The challenge lies in trying to make the necessary technology fit within the robotic arm such that it does not differ significantly from a human arm in terms of size and form. ?We came up with a simple, yet extremely effective idea: using strings that are twisted by small, high-speed motors, we are able to exert high tensile forces within a compact space," explains mechatronic researcher May. The sensorised and controlled robotic hand is able to touch diverse objects, to grasp and lift them and place them gently in a new position. Chris May demonstrated this in Karlsruhe with a delicate Easter egg and a heavy glass bottle.

Extremely strong polymer strings enable the Saarbr?cken researchers to lift a five kilogram load by 30 mm within a split second, making use of a small electric motor and a 20 cm long string. ?Each robotic finger, which like a human finger is composed of three segments, can be controlled precisely by means of the individual tendons ," describes Chris May the novel miniature actuator. The mini electric motors run at high speed and a small torque on the order of five Newton-millimetres. ?The capability of the robotic hand is so near to that of humans that the vision of robots as personal assistants in the household, in the operating room as well as in industrial settings is becoming ever more realistic. We presume that the combination of small electric motors with twisted string is interesting for other applications as well," the researcher reckons.

Samsung Shipped 1 Million Galaxy Note Phablets A Month

Screen shot 2012-03-28 at 9.19.54 AMAs much as I love Samsung hardware, I've felt for a long while now that the Galaxy Note was a bit of a mistake. The screen size is just too big for me to wield the device comfortably, and I see no real value in the S-Pen other than having a little fun during bored moments. But a good chunk of people out there in the world apparently disagree with me, as Samsung has just announced that the South Korea-based company has shipped 5 million units of the Galaxy Note phablet. At the start of this month, Samsung had sold 2 million Galaxy Notes globally — a solid stat albeit not equal to Galaxy S II or iPhone 4S sales.

Interview: Amb. Ryan Crocker warns against war fatigue in Afghanistan

Ryan Crocker, US ambassador to Afghanistan, sees progress amid an extended 'rough' patch in relations. He also cautions against quitting Afghanistan too soon, citing Al Qaeda. 'If we decide we're tired, ... they'll be back.'

It?s not news to anyone that the United States and the international community have recently experienced some rough weeks in Afghanistan.

But if there?s a silver lining to the clouds hanging over the American-led war effort here, it?s that the terrible recent events ? the unintentional burning of Qurans by American forces and ensuing civil unrest, the revenge killings of US and other international forces by ?friendly? Afghan soldiers, and the horrific murders of 17 Afghan villagers allegedly committed by a US Army sergeant ? have provided a measure of Afghanistan?s progress, and of the importance of a continuing international commitment.

That?s the message of the US ambassador to Kabul, Ryan Crocker, who counters reports of doom for the US mission in Afghanistan with evidence of progress ? even as he warns of the consequences for America?s national security of giving in to war fatigue and pulling out.

?We?ve had a rough fall, a rough winter ? and we are having a rough spring,? acknowledges Ambassador Crocker, who then shifts focus to two signs of a stronger, more mature Afghanistan as revealed by the recent trial by fire.

First, the Afghan security forces that NATO and other international partners are training to take over command of the country?s security kept control of an explosive domestic climate after the Quran burnings, protecting both Afghans and foreign forces with minimal loss of life.

?It was Afghan security forces who stepped up?. They protected Afghan lives, and they protected American lives [and] the lives of others from the international community,? he says, noting that 30 Afghans were reported to have died in the days of unrest. ?That?s not too darn bad given the volatility of the situation.?

Second, Crocker underscores the fact that, despite some turbulence, the US-Afghanistan negotiations toward reaching a Strategic Partnership Agreement ? the framework that will determine the US military role in Afghanistan after 2014 ? weathered the trying events and are moving forward.

?We?re making very significant headway? in negotiations, he says, ?and we?re doing it under particularly difficult conditions.?

Crocker says such signposts of progress should encourage both the US and the international community to muster the ?strategic patience? that will be necessary for sticking with a country that may seem to be progressing slowly ? but which to abandon would be to open the way to potential recurrences of the 9/11 tragedy.

The two countries have already settled the thorny issue of the conditions for handing over some 3,000 detainees in US custody to Afghan authority, while the question of night raids by foreign forces is still under discussion.

The night raids ? troops entering sleeping villages to ferret out insurgents and suspected terrorists ? are particularly unpopular among Afghans, and they raise the ire of Afghan President Hamid Karzai, who considers them a stab at Afghan sovereignty. But US military commanders consider the tactic an essential tool in the anti-Taliban effort, and the US insists on the ability to rely on the raids in the counterterrorism efforts it wants to continue after the international combat role ends in December 2014.

Some US and international military officials hint that an accord on night raids is likely, perhaps by assuaging Mr. Karzai?s sovereignty concerns with a provision requiring a warrant from an Afghan judge.

Living on a Stream - The ultimate online lifestyle collection | Craze ...

A couple of weeks ago, I was talking to a friend about streaming. I was marveling how easy it?s becoming to beam a live video feed, anywhere, not only to a friend or a group, but, essentially, the entire world. The province of the network news team with satellite truck has now extended to anyone with a smartphone.

I ranted that we?re only at the beginning of a process that will transform the way we watch moving images, not to mention what those images are and how we produce them. We are well clear of the world of television ? where video meant sitting down in a living room and watching carefully scheduled, professionally produced ?shows? ? and now are about to move from our more fluid, DIY and YouTube-infused paradigm into something different: an explosion of video as its happening now.

Whether the point is to share an environment with friends or co-workers for an extended period of time, to indulge in a slickly produced event enhanced by the knowledge that it?s live, or to drop in on the most compelling events on the planet at any time, more and more of what we see will be seen as it happens.

Since my friend was Kevin Kelly, an adherent of the ?Long Bet,??whereby people on opposing sides of a prediction put money down to back up their hunches, we crafted a challenge: If within 10 years, more than half of all video watched is live, I win.

As soon as we agreed, I pulled out my iPhone and opened an app called Color. I then turned the camera on Kelly and asked him to explain the bet. Within seconds I was able to show him that several people in my social circle were already watching, in real time. I think that shook his confidence a bit.

(OK, there was no audio on the Color feed ? but I have 10 years to wait for this stuff to get better!)

Of course, to some degree, we?ve already become well accustomed to streaming live video. Hundreds of millions of people Skype with each other, sometime for hours. Once a novelty, live-streamed events on the web are now common: Everything from a local government hearing to the Super Bowl can be viewed as it happens. We?ve even approaching the point where people get annoyed if certain things aren?t streamed. But we?re creeping up to a big inflection point.

The next step is for everyone to make use of the tiny, high-quality HD cameras in our phones and our computers to routinely stream live to selected friends or everyone.

Companies big and small are rising to provide a stream ecosystem. Right now, the leader in instant streaming is Ustream, which has a real-time broadcast platform that scales to major events. Lurking in the background, though, is the giant YouTube, which hopes to have many millions of channels. No company has the infrastructure and audience of Google and I expect that YouTube?s center of gravity may well move from uploaded video clips to real-time live streams.

Google also has quickly become a player in social real-time video. The breakout component in Google+ is Hangouts, a real-time video conference system. (So much so that Google now uses it as its corporate conferencing system.)

But even smaller companies are getting in the game. There?s even an open source project called WebRTC, developing a simple plug-in browser technology that implements real-time streaming on a web page.

Then there is Color, the iPhone app that I used to beam my bet to the world. Founded by serial entrepreneur Bill Nguyen, Color lets you become a broadcaster to your social network with the touch of a record button. Tellingly, Nguyen adopted this plan as a business reset after a disastrous initial launch of his app ? to save his company, the canny technologist figured out the next big wave.

Color is deeply integrated with Facebook, which has visions of unlimited streams through its Open Graph policy. It?s also streamed big events itself.

Sean Parker and Shawn Fanning ? co-founders of one of the world?s most disruptive products, Napster ? are putting their money on real time, with a video startup called Airtime. And still around is Justin.tv, which started as a way for founder Justin Kan to live-stream his life, every minute of it. I just checked the site and found 3107 live channels. A JustinTV spinout, Socialcam, has a few million downloads.

An entire generation already is unaware that it was once thought of as a huge novelty to ?be on TV.?

But the coming generation will probably never experience a day where they?re not on internet-streamed video, for at least part of the time. (If you figure security cameras in the equation, we?re already there.) As Socialcam?s CEO Michael Seibel told a reporter: ??Fundamentally, 30 million Americans are five feet away from a video camera 24 hours a day. It?s never been that way before.

One innovative new startup, Prism Skylabs, is devoted to making use of security cameras via analytics and graphic tricks to ?combine streams of washed-out and noisy video into gorgeous, photo-like images? .? I?ll leave it to privacy activists and sociologists to figure out the implications. Trust me, they are massive.

And what about the traditional purveyors of video, the professionals who provide programming to broadcasters? Increased quality of real-time video means that the vitality of live streaming can move up the food chain.

More and more professionals will adopt it as a technique, much in the way that high-end moviemakers use handheld cameras to add brio to their work. Viewers used to the kick of live video may lose patience with the lack of spontaneity, and demand that studios show live programming distinguishable by high production values.

In order to help kick this revolution down the road, I see the need for two important components that, as far I am aware, don?t currently exist.

If you are an entrepreneur looking for an opportunity, feel free to plunder. (Of course it wouldn?t hurt your karma to kick back a percentage to me for the idea.)

First, that?s a virtual equivalent to the director?s trailer at an NFL game. (Ideal name for this product: Control Room.) ?Running off a laptop, Control Room accepts any number of streams from a single event (or a montage of some related events) and allows the ?director? to choose which one is live at any second. ?All the tools of the control room ? titles, telestrators, zoom, etc ? are available.

I can imagine every kid?s soccer game or high school play will have at least one parent using this to orchestrate a single high-quality production available live over the web to any relative who can?t make it. And every demonstration will have its real time Costa-Gavras. Bill Nguyen has told me that Color is already working out a deal with a news provider to help users provide real-time streams of major events.

The second product is a real-time video search engine.

It will hinge on someone coming up with breakthrough that enables search through all millions of the live streams happening at any moment, ?producing the one that a user wants to see. I don?t know if Google is working on this, but I wouldn?t be surprised if some genius computer scientist figures this out first.

Again, all sorts of social issues abound here. What do we do about face recognition? (Troubling as the prospect may be, I don?t see how we keep it down.) What are the rules when people start leaving on cameras all the time, and streaming the content to the web? Will we all be Justins? Or will we be a society mired in voyeurism?

Obviously, I have no answer to those questions. What I do believe, though, is that as it becomes dead-simple to flick the video on our phones and make the content public, and maybe even make a buck off it, we?re in for a wild ride.

Anyone who doubts it has not noticed how much a reflex it is for people, when witnessing any incident that?s even mildly interesting, to whip out the phones and start recording. All we?re missing is that one push to make video viewable to the world as it happens ? to make it as easy to publicly stream a piece of video as it is to Tweet.

Oh, yes, I forgot. There?s already a company that?s calling itself the ?Twitter of video.? It?s called Klip, led by Alain Rossman, who was on the original Macintosh team and one of the pioneers of tablet computing.

?We?re moving to a world where everything is captured and everything is shared in real time,? Rossmann recently told Business Week. ?Our entire history will be chronicled in a mosaic of video.?

Probably the main obstacle to this movement is our woeful rate of high-speed broadband adoption.

Streaming millions of videos is going to flood the spectrum. We?ll need better compression, lots more bandwidth, and a kick in the butt to oligarchic powers that want to cap our data.

Otherwise, the real-time video era will hit us more like tsunami than a stream. Every conference talk. Every concert. Every birthday party. Every LOLcat on the verge flopping into the toilet when swiping at catnip. (Will he? Won?t he? For aficionados of feline follies what was once a 20-second YouTube clip will transmogrify into a two-hour time killer.) Our cameras will capture more and more of the great moments and the mundane ones of our lives ? eventually we may never turn them off, except to charge the batteries.

And, I?m figuring that inside of a decade ? maybe even sooner ? we will be watching more live video than pre-taped television shows, YouTube clips and recycled Daily Show snippets.

Don?t bet against it.
